Which bin fits your Happy Valley project?
Happy Valley projects tend to be either bulky (moving and remodel debris) or heavy (rock and soil from landscaping). Here’s how to size each one.
| Project | Bin we’d suggest | Good to know |
|---|---|---|
| Unpacking and move-in boxes | 13-yard | Break down cardboard flat. It takes far less room. |
| Landscaping overhaul | 13-yard | Sod and soil are heavy. Call before loading more than a few inches. |
| Basement or bonus-room finish | 21-yard | Drywall scraps, carpet and packaging fill a bin fast. |
| Kitchen update | 21-yard | Cabinets and counters are bulky; tile adds weight. |
| Pre-sale cleanout | 21-yard | A full house of furniture needs the taller walls. |
| Concrete or retaining-wall block | Call us first | Very heavy. We’ll size it to stay under the 2 to 4-ton limit. |
Not sure? Call (971) 301-5033 and describe the job. We’ll tell you which size makes sense before you book.

Permits and what goes in the bin
Do you need a permit for a dumpster in Happy Valley?
Not on your driveway or other private property. In the street, Happy Valley requires a Type 1 Right-of-Way permit, which the city lists for “Storage container or dumpster placement.”
- Driveway placement
- No city permit needed. Your HOA may still have its own rules, so check them first.
- Street placement
- Apply through the city’s HVworks portal with the Engineering Division, 16000 SE Misty Drive, (503) 783-3800. The 2026–27 fee schedule lists $175 for this permit, and the permit terms limit dumpster placement to one week unless the City Engineer approves more. See Happy Valley’s permit page.
- Keep it clear
- The permit terms require access to neighboring driveways and mailboxes to stay open.
What can and can’t go in your dumpster
Most household junk, yard debris and remodel waste is fine. A few things can’t go in, because transfer stations won’t accept them in a regular load.
Good to go
- Furniture, mattresses and household junk
- Drywall, flooring, cabinets and lumber
- Branches, brush and yard debris
- Shingles and remodel debris (ask about weight)
Keep it out
- Paint, solvents and chemicals
- Tires
- Batteries and fluorescent bulbs
- Material containing asbestos
Happy Valley sends residents to the Metro South Hazardous Waste Facility in Oregon City for paint and chemicals. Household drop-offs are free, up to 35 gallons a day.
Rent a bin or haul it yourself?
There’s no Metro transfer station in Happy Valley. The closest is Metro South in Oregon City, where public self-haul costs $176.70 per ton with a $51 minimum, before you count your truck, your fuel and the trips. A roll-off sits in your driveway until you’re done.
- One bin, many trips saved. Load over several days and we make the drive once.
- Disposal by weight. You pay $0.09 per pound on the scale weight, and we recycle what we can.
- A local owner. BC Haulers is based in Oregon City. You talk to us, not a national broker.
